What I have is a motor that will start up and run only at extremely high rev'ing speed. If I attempt to back off the idle screw setting it idles down and dies. Also, it will adjust speed by itself. I will just get it to start running at a slightly lower idle and it will rev itself up very high.

Thus far I have tried the following; I have pulled the carb out and completely disassembled and cleaned all parts. The jets and all are clean. I replaced the seals in the carb and reassembled it. I do run stabil in my gas year round and have checked the fuel which is clean and free of water.
I spent much of yesterday messing around with the idle screw and have uncovered the fuel mixture screw to adjust that. Still no luck.

Please help! I have a 2005 mercury 9.9 4-stroke with electronic ignition, power trim, yada yada yada, all the options. I can not for the life of me get my kicker to run properly at idle. Currently it will start with the choke on revs up high and then dies. The only way I can get the motor to stay running is standing at the motor and feathering the throttle.

I have replaced the fuel line/primer bulb with a new one to verify I'm not pulling air into the fuel system. I have changed the fuel filter ( I did use a more universal filter that I could see through which is slightly larger vs. the original).

The only thing I have noticed that doesn't seem right is the fuel filter seems to empty slightly while running (does not stay full).

The rubber inner bushing inside an outboard propeller hub is designed to absorb the shock created by shifting. The rubber hub bushing also serves as a "breakaway" should you strike something, allowing the prop to spin, and so protecting drive train components like gears.

To tell if your hub has spun, mark a line on the back of the prop hub with lipstick. You can also score your mark using a file. With the mark in place over the inner and outer hub, it’s a simple matter to pull the prop and see if the mark has broken in two. If it has, you have spun a hub. [links]

Once a hub is spun, there generally remains enough friction to operate at low RPM – sort of a “get home” mode. But, when RPM is increased, the engine revs with little or no boat acceleration because the prop begins to spin. A spun hub feels like a loss of power with excessive RPM. You will likely feel the prop slipping at high RPM.

You’ll likely want to take it to a marine mechanic or prop shop if you’re not handy. Prop hub replacement cost is often anywhere from $50 to $100, depending on your engine and where you take it. Fixing the prop requires pressing out the old hub and replacing it with a new hub. If you have the proper tools, you can do this process yourself.
