OK Found the specs for the intake manifold bolts. Seemed light so I checked with 3 sources to confirm.
tighten in an x-pattern in bolts then outer bolts.
1st: 61 INCH POUNDS, 2nd: 106 INCH POUNDS, 3 rd: 12 FOOT POUNDS. Have to go with the inch torque first as the foot pounds 3/8 wrench can't torque under 10lbs. more

With the engine in #1 firing position the following valves can be adjusted:
Exhaust 1,3,4,8
Intake 1,2,5,7 here

It's an angle torque gauge. NAPA sells them, it's a tool used instead of a torque wrench, only much more accurate.

I ended up getting two bolt sets. One I used to assemble my engine; the other I used to try to determine if a torque angle equated reliably to any torque value. I wasn't able to reliably come up with any equating torque value, which might have been why a torque angle method was specified in the first place. I don't have the paper in front of me, but for many of the bolts 65 lbs.-ft. wasn't accurate.
