Standard Number 108 requires trailers to have functioning original or replacement lights. This standard applies to the lamps, reflective devices and any other devices associated with the lighting system. Pull behind trailers must have working rear lights, turn lights and brake lights. A properly functioning light system increases visibility and enables other drivers to see turn, brake and emergency signals. Its purpose is also to reduce injuries and death from collisions. Proper lighting is essential at night and during times of limited visibility. Lights during the daytime make it easier for other drivers to spot the trailer. [links]

Pull behind trailers are subject to the standards set forth by the National Highway Traffic Safety Administration. Title 49 of the United States Code mandates this administration and auto manufacturers must meet the standards set forth by that administration. All the standards are written to protect the public from unreasonable risk.

According to Standard Numbers 223 and 224 issued by the National Highway Traffic Safety Administration, trailers are required to have rear impact guards installed if the trailer's gross weight is 10,000 pounds or more.The purpose of this regulation is to lower the number of injuries and deaths associated with the collision of smaller vehicles to the larger trailer.

A trailer's tires must all be the same size, unless there is an emergency. Non-pneumatic tires are prohibited, and tires cannot have ice grips or studs applied that are more than 1/16 of an inch long. Drivers may not mix radial and belted tires on the same axis; all tires on an axis must be of the same type. Tires cannot touch any part of the trailer's main body, fenders or chassis.

Any trailer being towed in the state of Pennsylvania must be equipped with a fully functioning brake system. The brakes must apply to all four wheels. When the brakes are applied, the trailer must stop within a certain distance. Trailers weighing more than 3,000 pounds must have a breakaway system. Trailers with extra wheels must have a brake system on each extra wheel.

A trailer must have at least one red light attached to the back that lights up when the brakes are applied. Trailers also are required to have rear lights, parking lights, turn-signal lights, hazard lights and stop lamps. All lights must be visible to the human eye from 500 feet away at night. A trailer that is higher than 30 inches off the ground must have a bumper. Each trailer should be outfitted with rear-wheel flaps that prevent the back tires from splashing debris into following cars. Trailers cannot be towed faster than 55 miles per hour on the highway. Trailers cannot be wider than 8 feet, 6 inches, and cannot be taller than 6 feet. The overall length of the car and the trailer connected cannot be longer than 60 feet.

IMPORTANT NOTE: Every lamp, reflex reflector, and conspicuity treatment (device) must be permanently attached in the location specified below and must comply with all applicable requirements prescribed for it by FMVSS/CMVSS 108. The face of any device on the front/rear and sides should be, respectively perpendicular and parallel to vehicle centerline, unless it is photometrically certified at installation angle. No part of the vehicle shall prevent an device from meeting its prescribed requirements unless an auxiliary device meeting all prescribed requirements is installed.
