Just thinking out side the box, but have you thought about using Molly bolts?

I have seen large sheetmetal screws fail fairly quickly in thin aluminum. The problem is not sitting in the seat while in operation, but in traveling to and from the water on the trailer. It's the impact on them.
A flip bolt design like this might be a better option:
