One of the signs that the carburetor float is sticking is when the engine will not idle. The float is not letting enough fuel into the reservoir, allowing for a constant idle of the engine. The float in the carburetor regulates the amount of fuel or gasoline which resides in the reservoir. The reservoir of the carburetor is where the fuel is sucked into the intake manifold. A bad or sticking carburetor float causes engine problems. Watch for certain signs and symptoms if you suspect the carburetor float is sticking.
The engine will begin to stall or hesitate when the carburetor float sticks. This symptom develops under driving conditions when the operator attempts to accelerate. The engine will act as though is it going to die, but catches and begins to accelerate normally. The hesitation of the engine is a similar event. here
A flooded carburetor is another symptom that the carburetor float is sticking. The float is stuck in the open position, allowing fuel to run freely into the reservoir and then into the intake manifold. Once too much fuel is allowed into the carburetor reservoir, the carburetor floods and cannot be started until all the fuel is expelled from the reservoir.
According to the pmocarb.com, the defective float problem develops when the tang (the metal adjustment on the float) is too long and catches on the webbing part that supports the stanchions on the float pin. To solve the problem, shorten the tang, then readjust the float drop. You will occasionally need to replace the floats on the carburetor. After making such a replacement, compare the old floats to the new ones. Make sure that the pontoons--the parts of the float that actually float in the liquid--are in right relation to the hinges so as to reduce the level of friction with the float chambers. here

A normal fuel pressure is 6.5 lbs. per square inch. High fuel pressure--usually due to a fuel pump that's defective or worn--can cause carburetor flooding. Check the fuel pump, or if you lack the expertise to do it yourself, seek a professional opinion.
Over time, the fuel system will clog due to debris that accumulate in the carburetor. When that happens, it's time to clean the carburetor. Turn the engine off before removing the air filter cover. Place a towel, or some other protective material, around it to ensure the carburetor cleaner you're about to use doesn't spread to other parts of the engine. Once you apply the cleaner, use a wire brush to clean the excess oil that has gummed around the carburetor.
If the engine is shut off and the fuel is dripping down the carburetor, it could be because the fuel line is too close to a radiator hose, an exhaust manifold or another source of heat. Separate a Holley carburetor from those of other manufacturers. This is easily accomplished by looking for the manufacturers name on one of the carburetor's sides. Holley, Rochester and Carter carburetors are normally designated with the company name. here
Holley carburetors are widely known for their performance applications. Muscle car enthusiasts have used Holleys on high-performance engines since the early 1960s and are known for their design characteristics, which make them easy to rebuild. Holley has produced many different carburetors over the years which incorporate both two and four-barrel designs. Identification issues include: recognizing Holley carburetors from those manufactured by Carter or Rochester, determining the Holley model in question and differentiating Holley model numbers from the auto maker's part number. more
Locate the Holley model number. After determining the carburetor is a Holley, look for the code numbers, usually located on the side of the air horn. The Holley model number is present along with the auto maker part number, if factory-issued, a date and application code. Locate the lone four-digit code. Other manufacturers do not use a four-digit model number. Two common model numbers for both auto and truck applications include the 4150 and 4160.
Cross-reference the model number with a Holley listing, similar to those found on Holley and Carbs Unlimited. Holley gives technical specifications on the models, while Carbs Unlimited offers visuals of all Holley units, including diagrams specific model number locations. As These are model numbers and not codes, a listing must be consulted.
Keep all sources of flames away from the mower while you service a flooded engine. The gas fumes you smell are flammable.
It isn't unusual to have trouble starting your gasoline-powered lawnmower, especially after it's been setting for a while in cold or damp conditions. You pull the machine out onto the lawn and give the starting cord several tugs. When nothing happens, you turn on the choke and continue pulling until you detect the familiar smell of gasoline, which means the engine is flooded. The conventional remedy for a flooded engine is to let it set for 15 minutes or so to give the carburetor time to dry. You can do this, but there are quicker solutions.
Replace the plug, turn off the choke and crank the engine. If it sputters, crank a few more times until it starts. You may need to turn the choke back on to get it to turn over, but turn off the choke again as soon as the engine starts. more
Remove the air filter if the engine doesn't sputter. The filter is usually on the top or side of the mower. You may have to remove a screw with a screwdriver to get to it. more
Pull off the spark plug wire and unscrew the spark plug with a spark plug wrench. The plug terminals are probably moistened with gasoline. Dry them by spraying alcohol-based starter fluid on the plug or simply wiping them with a dry cloth.
When the mower doesn't start and you don't smell gas, it may be because there is no gas in the tank or the fuel valve is off.
