A neighbor has one of those crane style lifts on his dock, it is through bolted to the deck with a backing plate underneath it. So it would take two people, one in the water to install but other than that would be fairly simple. Downside, to it is it takes up alot of dock space.
I'm not sure I've never installed one myself I've just seen them before. Probably just regular hand tools: ratchet set, drill, etc. more
The floating docks are almost a 1000
you can do it many ways, the best depends on your dock setup and whats available. I have a floating dock and two of the drive on jetski ramps, but they are almost $1000 each.
You will need a stout place to either lag bolt it or thu-bolt it down so you may have to add some reinforcing underneath the dock. I don't know what your dad's dock looks like. [links]
If I was trying to go the cheap route, I'd install a pair of bunks just like on the jetski trailer that go from the edge of the dock into the water with a hand crank trailer winch mounted at the end. more
