The lower part of the rod was sitting a few millimeters (like .120 perhaps) over the middle of the connector center so to say. Can try to take a oic if needed. Not sure how far past the screw the lower rod should go. Any ideas? here
When the unit is put into either gear, shift linkages force the dog (and its lobes of course) to engage the lobes of the gear. The lobes of the spinning gear grab the lobes of the dog, and since the dog is splined to the prop shaft, the propeller turns.
This pertains to lower units on all OMC manual shift outboard engines, or any OMC engine with lower units defined as a Shift Assist or a Hydro Electric Shift unit which incorporates a "Shifter Clutch Dog".

I cant get the drain/fill screw loose. Has anyone ever had any problem with this. Any help would be greatly appreciated. more
Sure, use one of those tools you hit with a hammer and gives terrific turning torque. Can't remember the tool name, but I've had one for years. Use it with the largest bit that fits the screw head. If the head gets mangled, get a new screw. more
