Operate the trim/tilt control several more times. Make sure that no more hydraulic oil has leaked from the lines you loosened, then re-tightened. Check the level of the oil in the reservoir.
Plastic catchment buckets more
Use an adjustable wrench to loosen the hydraulic lines to the pump/hydraulic motor. Set a plastic bucket beneath each loosened line as a catchment for leaking oil. Open the hydraulic fluid reservoir by removing the cap on top of the reservoir. here
When your outboard motor's tilt and trim control becomes sluggish or "mushy" in its movements, like a newborn, it may need to be "burped" to remove air entrained in the hydraulic oil. The air has to have a place to escape from the system--one function of the hydraulic reservoir--and a bit of hydraulic oil is lost to the pressures of the process. Even so, the change in your tilt/trim control's performance will be noticeable and welcome. more

I will take some pictures of the inside at the transom. It is a 1979 formula 233 interceptor with the chevy 350
If just going up and down a few times will work that would be amazing, once I find the reservoir tank here

here is a picture of the trim motor, right next to the remote mount oil filter. The outdrive is a volvo 280pt

Guys, what's the best way to fill a tilt unit? My fill plug/hole is horizontal so I'm spilling about 75% of the oil. Makes me think I'm doing it wrong and there must be a better way.

i use a bottle with a hose connected to the top, that a hamster water bottle, and put a hose on the spout.

Use the adjustable wrench to remove the Up line that is located on the far left side of the trim cylinder. Use the container to hold the line's hose for draining. To drain the hose, push the trim cylinder's Up switch, and allow the hose to drain. Use the adjustable wrench to reattach the line.
To bleed a Mercruiser trim pump, fill the tank, and remove the lines from the trim cylinder and gimbal housing to drain the hoses. You need hydraulic fluid, a flat-head screwdriver, an adjustable wrench, a container and a pair of safety glasses to protect your eyes from splashing fluid. [links]
Use the flat-head screwdriver to loosen the screw that is located toward the top-right section of the pump's tank. Use the hydraulic fluid to raise the fluid to the full marker on the tank. Re-tighten the screw. here
Use the hydraulic fluid to raise the fluid in the tank to the full line again. Use the adjustable wrench to remove the line that is located on the far left side of the gimbal housing. Use the container to hold the gimbal line's hose for draining, and use the adjustable wrench to attach a plug to the now empty gimbal hole. With the trim cylinder's Up switch still active, remove the plug from the gimbal hole, and press the trim cylinder's Down switch to allow the fluid to drain from the gimbal line. Use the adjustable wrench to re-attach the line to the gimbal housing, and use the hydraulic fluid to raise the fluid to the full line. [links]
