Perhaps I'm missing something here. If you have 12 Volts on the starter terminal and the key isn't in the start position, I'd say the solenoid is fused. Seems to me that at unless you are starting the motor there should be 0 Volts there. If I'm right about this, then the solenoid has been allowing current to flow through to the starter which would be a constant drain on the battery. At this point, flip your meter to continuity and check between the Battery side of the solenoid and the starter side of the solenoid. If your meter shows continuity pull the ignition wire off and check again. If there is still continuity then the solenoid is pooched. if not, you have an issue between the key and the ignition pin on the solenoid. Pretty sure I've worked this out. yup! You'll get some sparks. Personally I'd use one half of some jumper cables. Your solenoid is basically a relay. small amount of current through the ignition wire to flip a much larger switch. l'd try bridging from the battery side of the solenoid to the ignition wire pin as well. If it works like that, you may have issues with the wiring from your key to the solenoid. here

An update. my boat acts like on the first key turn that it wants to start. On each key turn therafter it acts like it isn't getting fire. Man, I don't know what's going on. This is frustrating

Read the posts that you were on yesterday and learn to use the primer system, it's a better system thats why Mercury went to it. To convert you would need carbs and linkage that would be expencive and a step backwards, if you still feel the need to change, find a doner engine some where
