Shut the motor down. Remove the lower unit's vent plug, a large bore, countersunk screw which you may remove with a standard slotted screwdriver. If oil does not leak from the vent plug when you remove the screw, the lower unit oil level is low. here
Ensure that the motor is vertical and is level from side to side, whether on your boat or a motor stand. If the motor has not been run within 30 minutes, connect a garden hose to the motor's flushing connection or to a motor flushing attachment. more
Locate the dipstick, usually screwed into the gear case oil filler on top of the gear case, marked "Oil." Unscrew the dipstick and remove it from the drive. Wipe the oil from the dipstick with a clean, lint-free rag and screw it back into the oil filler. [links]
Once the old lube has finished draining, fill from the bottom (drain) until oil comes out of the (upper) vent in a solid stream. Reinstall the vent screw first, then remove the oil source from the drain hole and quickly reinstall the drain screw. This will minimize the spillage of oil. [links]
In that case, go to Sears, your local auto parts store, or a motorcycle shop and pick up a "hand impact" tool.
Place an appropriate container underneath the lower unit and first remove the drain screw. Then remove the vent screw and more oil should come 'gushing' out. here
Ok, in the very lowest part of the lower unit there's a big ol' flat-headed, slotted screw. This is the gearcase drain. Higher up, and sticking out the side (on the same side as the drain), is the vent screw. It's usually a more rounder-headed screw but is also slotted.
When servicing the lower unit gear lube, have the motor in the normal (operating) position, not raised up. more
While it's draining, take a look at the drain & vent screws. There should be a sealing washer that came out with the screw. If it's not on the screw, make sure it's still in the lower unit and in good shape. If it looks shredded or in poor shape, replace. more

Thanks again for the tips.
It should hold about 10psi.
How long does the unit need to hold pressure for, and at what psi?
"So does the LU need to be drained completely to do this test? Is the tub of water test common or do I need to also do that if I see that it holds the 10psi of pressure ok?" [links]
Is this the same LU that had the melted impeller and has the possible "bad bearing"? If so I'd be surprised if it didn't melt all the rubber seals when the bearing overheated. more
