Cleaning and removing rust from chrome is actually quite simple, and it doesn’t even require any expensive cleaners or tools. Due to chrome's spectacular shine, there is little wonder why it's become such a hot commodity on the commercial market. However, the metal's softness can make it susceptible to damage if it come into contact with abrasive chemicals. Because dirt and gunk show up easily on chrome's shiny finish, it's important to clean the surface regularly. Fortunately, much of the grime can be cleaned with a simple compound of soap and water, and cleaning materials specifically suited to cleaning chrome are available for more glaring problems. When cleaning chrome, you should also finish with a polishing stage.
I used to polish with Starbrite Chrome and Stainless Polish, but now I prefer the Marine Metal Restorer & Polish from 3M. The reason for that is that the last one is less fluent, so you don't spill the polish on your teak deck anymore.
You'll find a lot of polishing products in the shipchandler. I always use pastes, although you can find liquids too. You have to try a few and then you choose your favourite.

Stir household vinegar and baking soda in a small plastic or glass container until it makes a thick paste. Dip a clean rag into the solution until the rag is saturated. Daub the rusted area with the vinegar soaked rag. Leave the vinegar and baking soda on the rusted area for 5 minutes to allow the acid in the vinegar to loosen the rust.
Iron combines with oxygen to form rust. Rust can cause unsightly and expensive damage to a smooth, shiny surface such as a chrome bumper or boat rigging. It will become progressively worse if it is not removed and the surface refinished. If left unchecked, rust can eat through the upper chrome plating and nickel plating underneath to expose the base of raw steel. Repairing rust damage in its early stages can be done without the intervention of a professional and can save time and money.
Rub the rusted area with fine steel wool to remove the rust. Rinse the area with plain water to remove the solution and any grit or particles. Dry the area with a clean, soft cloth. here
