Carry out any required maintenance. Required maintenance includes changing the oil if it is dirty. Check the pump and it's impellers. If the impellers look worn, replace the pump. Always drain gas lines when the motor will not be in use for a lengthy period.

Change the propeller on the outboard. If you are looking to get the top speed out of your motor, select a propeller that has a higher pitch. This will slow the acceleration of the motor but the overall top speed will increase. If you are looking for faster acceleration, decrease the pitch. The boat will reach it's max speed faster with a lower pitch but it will not go quite as fast. more

Decarbonize the engine. Start the motor and run until it reaches it's normal running temperature. Spray an internal engine cleaner directly into the throat of the carburetor. Continue spraying it into the carburetor until the engine dies. Let the motor sit for a half hour. Start the engine. Decarbonizing the engine will remove any carbon that may have been affecting performance. [links]

Outboard motors have a predefined horsepower. Making these motors go faster can be accomplished with a few modifications and replacements parts. In some areas, however, having a motor overpowered from it's original output is illegal.

Adjust the trim/tilt of the motor. Adjusting the tilt will change how the boat will move through the water. Lowering the trim will cause the front of the boat to raise. Raising the trim will keep the front of the boat lower to the water. Experiment with different tilting to find the sweet spot for the boat and motor combo.

Check with the manufacturer if there are additional parts that may be added to increase the horsepower of the motor. Some motors can be upgraded a few horsepower by changing out the carburetor. [links]

Jacking the engine up is a method outboard owners can use. It’s not cheap, since you’ll need to pull the engine off the boat, mount a jack plate to the transom, and then mount the engine to the jack plate. Do so, however, and you can raise the engine vertically (while the boat’s running, if you get a hydraulic jack plate) to get as much of the lower unit out of the water as possible. Less lower unit in the water means less drag, which means your engine can spin just a hair faster and the boat will move along at a slightly quicker clip. here

Removing weight from your boat is cost-free, and can be quite effective at making your engine faster. The problem is often simply that as the years go by, we add more and more junk onto the boat. On top of that, multiple layers of bottom paint or saturated coring can add to a boat’s weight. In fact, the very same boat may well weigh 10 or even 20 percent more than it did when you first launched it, five or 10 years ago. The net result? Your engine, which may have hit 5000 RPM when the boat was new, now only spins up to 4500 RPM as it struggles to overcome all that extra weight. A few hours spent removing gear, soda-blasting an over-painted bottom, and replacing areas of saturated core and get that engine running the way it was intended – faster – than it may be running today. more

Questions:
#1) Is it damaging to the motor to run WOT on the small boat. Maybe there isn't enough weight resistance to keep the rpm's in check. (I don't have an rpm reading device) here

I have a 2006 Yamaha 9.9hp High Thrust that I use as kicker on a Starcraft Holiday V5 22ft. WOT is 4-6mph
I use the same engine to power my duck boat, a Starcraft Jetstar 15ft. WOT is 6-8mph. (I built a transom bracket to compensate for long shaft motor). The boat is just shy of planning off at WOT.

Prop: 3 blade aluminum, large diameter high thrust model, I haven't pulled the prop to read pitch. It appears to be a very high pitch.
