In short, if you have an engine that seized, repair costs will probably be high. The same is true if your engine is locked up — costs will probably be higher than you care to pay for on your own.

For an engine vapor lock, it’s almost always related to extreme heat. What happens is the fuel in the lines between the fuel pump and the engine turn to fuel vapor. It can be from sitting in traffic in sweltering heat or from turning off your engine when it’s hot out, and the fuel temperature quickly rises. The fuel pump can’t move fuel vapor and the pump cavitates. Now, can you "unseize an engine from sitting"? more

Treating a locked up motor depends on its cause. You can tell if your engine is locked by trying to turn the crankshaft with a breaker bar. If it turns, the engine isn’t seized, and you should look for a different cause.

The other thought I had was to take the shortblock to a place that "acid dips" car bodies - this would be a last resort as I'm sure the pistons and bearings and any other "soft" metal may not make it through the process - but ALL of the rust and ALL of the paint would be gone when I got the things back - no idea on cost for this process either. here

Seth and I were thinking that getting a 55 gallon drum and putting enough penetrant in it to immerse the entire short block in would be a dandy idea - depending on the cost of the penetrant of course.

Pull apart the cylinder head and crankshaft in case the oil penetration doesn’t work. It is easier to do for smaller engines. In multiple cylinders, investigate each tube for any fault. In case you didn’t figure out anything, open the cap and look for the cause. Take off the cap of the erroneous cylinder and rotate the crankshaft. Now try to thump out the piston.

DON'T FORCE IT. That's the most important. You can ruin the engine by forcing it. I've used Liquid Wrench with good results but it requires soaking at least 24 hours. Contrary to popular belief, Liquid Wrench and WD40 are totally different chemicals. A heat gun helps but only the hobby type. You can melt your engine with the industrial type! here
