One more thing to carefully check:
If and when you have the injectors out, carefully check all the seals for damage or tears. for myself, they seem to get damaged fairly easily here

I'm thinking that your problem may be with either your IAC valve or possibly dirty injectors or high pressure pump filter which is in the VST.
I've heard it suggested to check your fuel pressure at the problem RPM. more

Clean the center plunger with carb cleaner.
Let the cleaner seep down and soak around the tabs, then blow out.
This has helped my idle over the years.

cleaning the ISC valve is needed at least once per year, I use the yamaha combustion chamber cleaner.
if the valve sticks mechanically it can and will take out the ECU. [links]

It could be a bad tilt trim motor or corrosion on the wiring and/or terminals. I would mark the cables to note the connection to your relay or terminals. Take some pictures at various angles. Disconnect the wires to the motor. Make sure the terminals are clean. Measure the resistance of the wiring from one terminal to the other. I don't know your motor type, but you can look up the spec for the resistance online. If the resistance is within specs, try to connect it directly to a battery or another 12V source. If the motor turns, the problem may be on the power leads going into the motor.

You might have a bad connection or even corrosion on your power cables. As soon as you put a high current load, the high resistance causes the voltage to drop. It usually drops quickly and then goes back up. It is due to the initial onrush current to start the motor turning. If you have a meter that can read current with a clamp on probe, it is good to check out the amount of current going through your wires when you try to start the tilt motor. If the current is high and remains high, it could mean you have a bad motor that is internally shorted. Note, I'm assuming your motor is two terminals. If you have a different type of motor, see the link below on testing it.

The voltage is proportional to the current and resistance. If the resistance goes up, your voltage would drop at the same proportion. That is why you want to make sure the resistance of the power cable is low. When you have corroded terminals or wires, the resistance goes up. You will see some voltage drop, but when you push more current through it, the voltage drop would be more obvious. here
