Here is the service manual for your engine:

If it is plumbed off the engine block, exhaust cover, or water jacket cover (where the spark plugs are located) you should get a stream as soon as you start the engine and it's strength will be dependent upon rpm's. Still, at idle, you should get a solid stream. more

1997 Mariner 15hp engine that I just replaced impellor in. All tubes were flushed. Water stream out of pee hole is weak and sometimes diminshes completely. If I remove the thermostat, the stream is strong. Is it a bad thermostat, or could there be another blockage? Shouldn't the pea hole stream be strong even before the thermostat is open? Is there a bypass water circuit for the pumped water?

You will note item 42 under CYLINDER BLOCK AND COVERS that your thermostat is a 120.

Guys - never did figure this out. Am tempted to just remove the thermostat and let the water run all the time, but I'm not sure if the engine would ever get to a good operating temp in this set-up. [links]

Upon further studying this system, the pee tube does come off the thermostat housing, but there is a bypass water circuit for when the thermostat isn't open. If I remove the thermostat, water comes out the pee hole very strong. The thermostat works fine according to my heated water test. If I run the engine long enough for the water in the block to become warm enough to open the thermostat, the pee stream is strong. here

When it is apart, do not worry if the drive shaft wobbles a little. When it is installed in the motor, the upper end is aligned into the crankshaft's spines and things tighten up as designed.

Since these boats need to be a fairly shallow bottom, the steering if in a sharp corner can be a problem. At a high speed since there is no prop or lower unit hanging deeper in the water, the boat will slide on a corner if going fairly fast. It also is possible for the boat's inside corner chine to dig into the water allowing the boat to flip over. Partly because of no or a minimal keel. Some boats have ribs on the outside bottom to allow the boat to "dig" in a little better. [links]

Alternate OMC Method : Another method would be similar to the Mercury conversion shown above except no Ell. Using the same location, drill into the bearing housing and tap it for 1/8" pipe, then open up the jet outer housing so the pipe would be a slide fit and yet thread into the bearing housing. Cut the pipe and silver solder a 3/8" stainless nut onto the pipe allowing for a nylon sealing washer under the nut. Then you can use the factory hose flush unit. This method lets your unit that stays on the motor protrude the thickness of the nut farther out.

Also for these older units, they use a stainless steel round pin of about 3/16" diameter to keep the impeller from rotating, plus an eared washer under the shims to keep the pin in place. They also use a stainless steel cotter pin to hold the impeller nut in place. more

The manual mentions in various places "thermostat (if equipped)". [links]

Question: There was no thermostat in the thermostat housing (I bought the outboard second hand 2 years ago) or is that only an optional thing on some models?

What controls the engine at its correct working temp if there is no thermostat? more

Check the parts list at Crowley marine ( BUT I think it will will only be there if it is an American or Belgium made model) for the thermostat and gasket details

Having said that it is normal for the very small engines not to have a thermostat though. I would expect that to apply to perhaps 4 or 5hp and below only. here
