If the Mercury Outboard 115 will not start, this can indicate a variety of things. A simple issue may be that the spark plugs need replacing. Another issue may be that fuel line is clogged and fuel isn't reaching the engine. Fuel lines often clog if the engine is run through salty, muddy or polluted water.
If the Mercury 115 begins losing horsepower and no changes have been made to the body of the boat itself, the problem may be with the propeller. If run through salt water on a regular basis and not properly lubricated or washed, the propeller and propeller shaft will begin to corrode. The motor loses torque and ultimately, horsepower. here

Leaking fuel or the smell gasoline may indicate that the fuel line is swollen, cracked and/or leaking. Owners may notice a rainbow color of gasoline in the water. Another indication of a fuel leak is that the Mercury 115 outboard needs to be filled with gasoline more often. Fuel lines should be visually inspected on a regular basis to avoid fuel leaks. here

Starboard side of the transom bracket, there's a hole about the size of a dime. Inside it you'll see a 1/2" wide slot headed screw. That's your manual release.
.I have a 40 hp, about 20 years old that won't stay in the up position. Worked great last year. When I tilt it up you can see it drift down. I'm using the lock to keep it up for traveling. I can't find anything on Mercury's site about it. I don't have a manual. Does anyone know where the release is for bypassing the power tilt? A picture would help! Thought maybe the release is loose and I can get by without rebuilding it. here

But if you have an 80's 40 HP I'm going to assume it's a 4 cylinder with integral tilt/trim. These do indeed have a manual release valve. They are plastic, and have a tendency to break the tip off inside the manifold. So even though it's tightened down, it will still be bypassing - causing your leakdown. here

The tip of the broken one can be removed - I've done alot of them. Then you replace the valve with the updated style.
