At home with motor in the tank, I managed to get it running. But on full throttle it was only chugging and would go no faster. Bit of fuel coming out of the air inlet. Needle valve stuck in carby?

While I am no mechanic and a total newbie at outboard fixing, I tentatively persevered until I pulled the carburettor off. (Helped by directions ) Everything looked totally clean. Needle valve which controls fuel into the carby seemed fine. Put it all together. Not fixed. Same problem.
Found with the smallest jet that a strand of wire from some automotive cable was thin enough to poke in and hopefully clear any blockage. Used fuse wire, a little thicker, for the other jets. Everything seemed really clean. Not once had I found anything I thought was responsible for the motor playing up.
I think the new outborad has a saftey thing that keeps it from running when oil level is low or high. more

Its a new outborad and new fuel -
I tillted it up to much and oil came out of carb.
I added oil and over filled it a bit - it would not pull much untill I drained some oil out.
I dont really how many times I pulled it choked , I did not smell gas.
I thought I might of had air block in the fuel line from tank to motor, so I unhook it and removed the air from the line. more
Ive pulled the plugs many times & cleaned and pull with out plugs 100000 times.
I almost had it running its was pumpming water, it will hit 2-3 times then clean plugs and blow out cylinders & repeat.
Is there an air cleaner thinking maybe its oil soaked and keeps sucking oil?? [links]
The engine does not run as normal and may stop unexpectedly.
If the air filter becomes too clogged with dirt or dust, there may not be sufficient air reaching the cylinder. This can cause the fuel to not burn, and the engine will not start as a result. If upon visual inspection the filter appears dirty or dusty, follow our Air Filter Replacement Guide.
The engine occasionally emits a pinging or banging noise.
If the engine begins to get too hot, the air and fuel mixture may ignite prematurely, causing the engine to make a banging noise. See Engine is Overheating above for potential causes and repairs.
