Adjust the timing. Turn the flywheel counterclockwise until the dial indicator is a quarter turn past the .464 mark. Now turn the flywheel clockwise until the dial indicator reads 464.

What is the serial number on the motor. Is this a 3or4 cylinder.

From the information given you have the Center Bowl type carburetor. With the float mounted with the needle in place and the carb upside down measure from the face of the carb bowl seal surface to the top of the float. This should be 11/16 inch. To adjust bend the float tab lever in the narrow part of the lever. This is the needle actuator lever in other parlance.

A setting that is to lean will cause hard starting on a cold engine. In fact, the main reason for hard starting on a cold engine is a result of a lean setting. Generally, its always better to have the setting a little rich rather than on the lean side. Always make sure the the engine is not running lean. If after the idle mixture adjustments are made and the motor hesitates during acceleration, the mixture is to lean. This can be resolved by enriching the mixture slightly by turning the idle mixture screw inward. Retest the acceleration condition after the adjustments have been made.
