How do you fill a boat block with antifreeze?
Just so, where are the drain plugs on a 4.3 Mercruiser? here
Locate the two blue drain plugs attached to it, one on the starboard and one on the port side. If you face the motor, one will be on the lower-right side of the block about midway back. The other will be on the left side of the block behind the front motor mount.

Similarly, where is the engine block drain plug? The drains will be located, one on each side of the engine, in mirror locations. If you find one but cannot find the other when you go to the opposite side of the engine then your car only has one drain. The drain will be located on the rear of the block, near the bottom but not level with the oil pan. here
To circulate antifreeze through the engine: If the boat is in the water, close the intake seacock. Fill a five-gallon bucket with undiluted non-toxic antifreeze. Have additional antifreeze handy if you know your boat takes more than that or if you've never winterized before. [links]

I have never seen that drain plug before. But if you looked and dont have it then dont worry about it. You did not mention that you drained the water from the power steering cooler. You will want to do that if not done already.
SELOC manuals are a very generic manual. You can see it in the pics that we just put up. Look at mine and then look at the Seloc. Mercruiser is very detailed. more
I did the online subscription thing for Seloc. Yes, I have noticed some of information is a little generic. To clarify, I pulled the five drain plugs(plus stiff wired them) and disconnected the four hoses at the thermostat housing a let sit for two days. I then put new drain plugs in with Permatex Aviation sealant and poured antifreeze into the four hoses until no more would go in. I got about three gallons total in. [links]
There is no drain on the PS cooler. You have to loosen the hose clamps and remove the hose to let it drain. more
