See full version: Outboard motor not running at full power

The motor have great compression and fired up no problem.
Idle perfect and revs up perfect out of gear. No misfiring or anything.
Once I put it in gear and plane out the boat the motor does not rev up to full throttle. I have the trottle arm all the way down and it seems to lack power.

Every now and then the motor will instantly red to full throttle but then back down again a second later.
New plugs are in the motor. New gas coming from a clean Jerry can. here

Shop put in a carb kit, new fuel pump, new spark plugs, all new fuel lines under the hood. Did a compression check which came out ok. Took out thermostat which had disintegrated. [links]

Took it out and motor starts right up, idles, low power is just fine. full throttle it can't get enough fuel and has the 3/4 to full power issue. I then replaced gas tank, fitting at gas tank, fuel line and bulb, fuel line fitting on motor side. Still the same issue. Shop said the new fuel pump might have been faulty - they warranteed it and replaced. Still same problem. They are at a loss and don't seem to want to look at it anymore. Their next guess would be to put an electric fuel pump on. The motor had no issue with the original fuel pump aside from the original carb issue, am doubting I need a different type of fuel pump now.

Originally took the motor into the shop because I was having periodic bogging/flooding issues and when you squeezed the bulb to prime it you could just pump fuel past/thru the carb. Guessing a float was stuck and carb needed to be cleaned up. [links]

30hp model AE, loses power at 3/4 to full throttle. It seems to be a fuel issue. When it starts to lose power I can squeeze the bulb once to keep it running for another 30 seconds or so until it starts running weak again. Squeeze bulb and it improves. Could drive around all day just fine if someone wanted to sit in the back of the boat and squeeze the bulb every so often. [links]

Also would like to know what year the motor is, the serial number look ups I find only go back to 1984. Was told this was a 1990 when I bought it. Serial #689 S 103993 [links]

2003 Trophy 2302 with 200 HP EFI Mercury saltwater outboard -- running along today at 32 mph on Puget Sound when boat suddenly lost power (kept running, no engine alarm noises) -- now the boat continues to run but won't plane -- anyone have any ideas on what could have gone wrong? Shut engine down and did some drift fishing for over an hour hoping it would run better for the trip back to the dock if it had time to cool, but no joy -- still has significant loss of power and had to limp back. Just had water pump impeller changed a month ago. Appreciate the responses. [links]

New impeller had no effect; no water in fuel-water separator either - everything seems in order with oil tank, it is consuming oil. Boat runs at limit of approx 3000-3500 RPMs and max of 10-13 MPH. There is no engine alarm sound. Outboard has approx 300 hours on it -- recently came out of storage in El Paso (now Washington State) -- fuel tank previously drained with new fuel and injector cleaner - new plugs as well. Throttle plate in throttle body opens and closes fully with cockpit control operation. Starts right up and seems to run very well otherwise, just won't power up and won't plane.
