The metal should be abraded with emery cloth to a bright texture. Remove all sanding residue by vacuuming or with clean, compressed air. Apply one, thin wet coat of Pettit 6455 Metal Primer; allow to dry at least two hours and then apply two coats of Pettit 6627 Tie Coat Primer followed by two coats of 1959 Hard Racing Copper Bronze.

If the previous coating is soft or in poor condition, remove to the bare surface by sanding or using Marine Grade Bottom Paint Remover 9050. SURFACE PREPARATION
Coating performance, in general, is proportional to the degree of surface preparation. Follow recommendations carefully, avoiding shortcuts. Inadequate preparation of surfaces will virtually assure inadequate coating performance. more

Pettit Old Salem is recommended for use in fresh water on racing hulls, sailboats, runabouts or cruisers. It is a non-antifouling hard racing finish that can be buffed to give a high-gloss, ultra-smooth surface. It can be used in saltwater for small, dry sailed boats which are not left in the water. Hard Racing Copper Bronze may be applied over most aged hard racing non-antifouling coatings. If the old paint type is unknown, sand a small area and apply a test patch of Hard Racing Copper Bronze to test its compatibility with the old paint.

Old Salem is recommended for use in fresh water on racing hulls, sailboats, runabouts or cabin cruisers. It can be used in saltwater on small, dry-sailed boats which are not left in the water.
If used in saltwater, the 1959 Hard Racing Copper Bronze will oxidize to a green color unless overcoated with a clear sealing coat - which will slow the oxidizing process. more

Just to be clear – this is a decorative bronze-colored coating that is a favorite of classic boat restorers on boats which are dry-stored, or where fouling is not an issue. It is typically used on trailered, wooden day sailers and traditional runabouts. Although it contains copper flake pigments, it has no antifouling properties.
Don't be confused – people often refer to this paint by several different names: Old Salem, Old Salem 1959, Hard Racing Copper Bronze, and Copper Bronze Hard Racing.

But that leads you to polyvinyl chloride. which is PVC. a plastic or rubber like compound

l'm still looking into this.
This SDS from Pettit does not show any rubber, or chlorine.
so chlorinated rubber is a name, but not necessarily in the ingredients.

So I'm calling it some kind of plasticized paint stuff. that makes sense to me as plastic is pretty much waterproof. no? [links]
