You will receive your permanent registration, and license plates if requested, when the Department of Motor Vehicles accepts your application. However, New York State title certificates are not issued over the counter. State law requires the DMV to mail a title certificate to the owner, after carefully examining and verifying the proof of ownership submitted with the application. As a result, the title application process may take several weeks to complete.

The new owner cannot legally drive the vehicle before obtaining new license plates and a new registration, or transfer them from another registered vehicle. [links]

You cannot transfer a title certificate to a new owner if the reverse side of the title is already signed over to you. You first must obtain a title in your own name, then transfer it to the new owner. here

Alright I'll put this out to everyone in NYS. Just on the phone with NYS DMV on hold for 1hr, before they couldnt answer the question, transfered me and disconnected the call on the transfer.
So here is the issue. I just picked up a 12 ft open aluminium boat that was made in about 1950 ( prior owner said the company stamped on it went under in 1954) never registered only used as a pond row boat with no HIN. DMV web sight says that I need a HIN if boat was made after 1972. Woman on the phone said she didn't think that was true.
Any one run into this before. I need to register it to put a motor on it. If I shouldn't need a HIN I don't want to get one @ office of parks.
DMV is of no help. Wondering if anyone here has run into this.

Put your registration stickers 18 inches from the bow on both sides of the boat. This is approximately the same position that the stickers are located when a boat is also required to have registration numbers on the hull.

In New York, boats (watercraft) without a motor do not need to be registered. If you use a motor (electric or fuel-driven), regardless of the size of your boat or the motor, you must register your boat.

There are a registration fee and a surcharge for boating safety. The fees and surcharges are calculated based on the length of the boat. here

Connecticut law requires that all boats with motors, regardless of size, and sailboats powered by sail alone, 19 1/2 feet or longer in length, be registered and numbered before launching. If you purchase a boat that is currently registered, you are responsible for seeing that it is registered in your name. more

If the seller cannot get a title certificate that displays their name, they can contact the DMV to get more information.

If the seller has a title certificate that was transferred to the seller by the previous owner, and the title certificate displays the name of the previous owner, the seller must get a title certificate that displays the name of the seller. Use the Application for Title Only (PDF) (MV-82TON) form. Follow the instructions carefully.
