Hello. My car has difficulty accelerating. There is a loss of power when I try to increase speed. I tried to press the gas pedal all the way, but there is no changes in RPM or acceleration. I had the filters replaced. It would sometimes run normally if I release the gas pedal and press it again. What could be the problem? Thank you.
It sounds like you may have an issue with your throttle position sensor. This sensor sends a reference voltage to your power-train control module, which uses that to determine ignition timing and fuel trims. If the power-train control module is not detecting the proper signal from the throttle position sensor, the engine may not accelerate properly. I would recommend having your throttle body inspected by a qualified mechanic, such as one from YourMechanic to determine why your car is slow to accelerate. Explain your symptoms and have the mechanic drive the vehicle to verify the issue. Once the issue has been fully diagnosed, the mechanic would relay his/her findings over to you to make a repair decision. [links]

Next question, are you sure your Kubota isn't interchangeable? I haven't seen many 95 HP tractors that didn't have both PTOs on them just by changing shafts. more

Correct. I use an adapter that allows my tractor to run in the 1000 RPM mode while operating a 540 implement fairly frequently.
When a PTO shaft is turning 540, the ratio must be adjusted (geared up or down) to meet the needs of the implement, which is usually higher RPM's than that.

If you hook a 1000 RPM mower conditioner to a 540 RPM tractor, the mower is going to turn at approximately 1/2 the speed it was intended to spin at. You won't be happy with the results. more

Engine damage beyond the redline If an engine goes overspeed, commonly called “over-revving”, damage to the piston and valvetrain may occur when a valve stays open longer than usual. Valve float can possibly result in loss of compression, misfire, or a valve and piston colliding with each other. [links]
The rev limiter does not hurt your engine, but bouncing the car off the rev limiter continuously is not a good idea either. If you hit the rev limiter before you shift it slows your run and wastes fuel. here
Most cars should idle around 650. The allowable RPM range for emissions testing at idle here is 450-1100, so you are basically at the absolute bottom of that range. Bump it up a bit, mine really likes to idle at about 600.

When you rev your engine, you place additional and unnecessary stress on your car and its engine. This is imperative when it’s cold outside—revving your engine before it has had time to warm up is especially damaging, as the engine’s oil hasn’t had sufficient time to circulate and properly lubricate your car.

For a passenger car engine, idle speed is customarily between 600 and 1000 rpm. For medium and heavy duty trucks, it is approximately 600 rpm. For many single-cylinder motorcycle engines, idle speed is set between 1200 and 1500 rpm.

To answer your title question, no 3k rpm is not bad but if your unsure give Mark a call. While extremely low rpm and high loads will damage your transmission right away, sustained high rpm may damage it over the long run. High rpm means more wear on the bearings and oil seals, and quicker transmission fluid breakdown. more
