I have two '96 gsx's that have developed the exact same issue. Neither one will tach too 7200 rpm. They will only hit 5500 5600 rpm. I have checked and cleaned the rave valves, checked the carbs, (rebuilt with Mikuni kits last season) checked plugs and compression both engines over 145 psi. Checked voltage regulator rectifier. My one ski will hit 7000 rpm coming out of the hole but will settle back too 5500. Last season they both would tach 7200 rpm.

The water regulator increases acceleration the same basic way
a modified or racing Sea Doo does. It diverts more water at low
speeds and cools down the exhaust temp (so the pipe acts like
it has a longer tuned length). Then at higher rpm it decreases the
water flow so the pipe makes it's normal peak HP. [links]

Your Sea Doo will bog on acceleration after a long wot run, if you
let off the throttle and re-accelerate before the pipe (exhaust)
cools down. [links]

With changes, trying it in Neutral in the garage, both engines start easier, sound better, and run smoother, but I rev to 3800 RPM in Neutral (very briefly) and have half the throttle left on either engine. Is this because there is a Neutral rev limit coincidentally at the same speed that I was limited to on the water in forward gear? Do I need to get it back on the water to see if my tune-up worked?

I noticed that the shifter is super-stiff, and that the covers for the nozels don't totally clear the nozels when shifted into forward. I'm thinking that there may be a couple problems: 1) as you mention above, I have to have a look at the limiter assembly; 2) I need to lube the shifter cables.

I shifted into forward whilst idling, and then gave some throttle. got the ring-ding-ding very quickly, and it started toward +5000 very quickly. I don't think the low rpms are a problem because of the shifter now. Gotta get on the water to recheck the loaded revs. [links]

Proper carburetor setup and adjustment is essential for peak performance and longer engine life. The only good way to adjust the carbs is to take the craft to the water, but before you do that though, you need to know the basics of a Mikuni carb and what makes them tick. There is basically an order to follow to accurately adjust and calibrate a Mikuni and that�s listed below along with the effect it has.

Fourth, the High Speed Adjuster is the last to adjust. It primarily controls fuel delivery from � to wide open throttle. Turning the adjuster clockwise reduces fuel flow (lean) and counterclockwise increases fuel flow (richen). Maximum fuel flow is 3 turns out from closed.

You can go premix but then you cant just fuel up anywhere and will have to carry extra fuel jugs with pre-mix. Just a thought!!

You need to clean and rebuild the carbs. I cant remember, but see if there are internal fuel filters in the carbs. Also, I would change out the fuel lines with some NAPA or similar auto fuel line. Check the ski's fuel filter, located under the front storage bin. Look near the steering. [links]

More than likely it's carburetion. Either use the service manual to rebuild the carb (setting them properly is the issue) or have a professional do it. I'm pretty good with most automotive items, but I had a Power sports shop rebuild and sync the 2 carbs on my 96 Seadoo and it was like a brand new maching afterward. Syncing the flow of the 2 carbs is the biggest issue. more
