The fluid is then be pumped into the cylinder which causes the cylinder rod to either retract or extend. more

If the trim tab is adjusted correctly, even with no steering attached to the motor it would stay straight. The trim tab acts as a rudder for the motor. If the motor turns the boat to the right when you let go, loosen the tab and turn the back of the tab a little to the right. Do the opposite for a left turn. more

If your boat's steering is unusually stiff, you should first check to make sure there's adequate grease on the motor. Without this lubrication, the steering wheel may be difficult to turn. Look under the power head of your motor where the motor pivots on the shaft. here

HI, The motor should have a steering friction screw on it. Though I'm not sure where it would be located on your motor. You should also check to see if the motor is loose at the pivot areas or mounts. more

There appears to be a friction screw and it is as tight as it can be. The motor is mounted tight to the transom. The nuts holding the tiller handle are tightened. I am beginning to wonder if worn metal or too much grease is causing this. Maybe the friction screw is not making contact with anything to cause friction. here

Check the cable nut at the steering rack to be certain that the rack is moving the cable without any play at the nut. Again, tighten the nut if that's the problem. [links]

Replace the steering cable if the cable nuts on both ends are tight. Remove both cable nuts and the old steering cable and sheath, leaving the old mounting brackets along the side of your boat in place. Install the new cable using the old mounting brackets and tighten both cable nuts. [links]

Check the cable nut on the tilt tube of your outboard to ensure it's tight by having a friend move the wheel while you watch the cable at the tilt tube. If the cable moves, tighten the cable nut with an open-end wrench. [links]
