The thermostat(T-stat) partially opens around 135 to 140 degrees and is fully open around 160 degrees. The thermostat opens and allow water to circulate around the water jackets around the cylinders to maintain temperatures less than 163 degrees. here

Did you replace just the impeller or whole kit, and housing?
Is it weak at all RPMs?
beats me as to why but is has NOTHING to do with flushing as it corrodes from the ex side into the cooling water side. here
