I lift the motor up and down manually to move fluid/ get air out of fluid.
A couple times after refilling with fluid motor would really bog down like it's trying to push fluid threw but can't ( or not much at least). Then It clears itself after I move motor up and down manually.
So in an order from simplest/fastest/easiest to check. here
The 2-wire tilt/trim motor is a different beast entirely and requires relays and a junction box, either inside the boat or else under the cowling on later models. A 3-wire system shouldn't require any relays as I recall, as I said above, much easier to wire from scratch. It's been a few years since I've dealt with a 3-wire system but the OMC harness is really nice and makes for an easy installation with the quick attach plugs, if you can find one.
I believe 78 is the first year for the internal tilt/trim assembly where the lift assembly fits inside the transom bracket. 77-down had the pump and/or cylinders mounted on the side. I'm not 100% sure on that as things changed from 77-79 as far as the stern bracket, some models used a hybrid with the lift inside and the pump outside. Just make sure you have the proper assembly to fit your outboard, pics would help. here

If you are missing the OMC harness it is easy to install wires one at a time, standard spade connectors will connect to the toggle switch or any factory plugs that you may have. Individual wires should be run through a plastic flex tube, can usually buy a roll at napa or ebay.

The shipping bolt should not be used in this application other than on a temporary basis. The ship- ping bolt is not corrosion resistant and is not designed for long term use as a trim limit pin. more
Because of the variance in transom thicknesses, several lengths of outboard transom mounting bolts are available. more
Once on plane, the outboard should be trimmed out to avoid a bow-steer condition. This condition, when attempt- ing a turn or encountering a diagonal, moderate wake, may result in a more abrupt turn than originally intended.
A silicon dielectric grease, P/N 92-823506A1 is available for sealing wiring harness plug connections (outboard to key/ choke harness, for example). This grease effectively seals out water and moisture condensation for a watertight corrosion resistant electrical connection.
Place support in grommet with arrow facing inside of motor cover. Secure grommet with bracket. more
To prevent injury from contact with rotating propeller, remove the propeller before servicing and when running the outboard with a flushing device.
