Move your battery up front and move the motor up a pin or 2 and see what that does.

Weight seems to make little difference, even with my me in the boat, it's slow, not much more than a mile or two per hour difference. I weigh about 325, my fishing buddy is about 250 or so. The boat is restricted to no more than 9.9hp max by state law so hanging a bigger motor isn't an option.
We had a 16' boat but that wouldn't even try to plane, so I picked up this hull, what I believe is a 1973 Starcraft Seafarer. I had this same motor on a 12' jon boat and it was scary in that the bow rose up and we had little control, but on the V hull Starcraft it feels lame. The boat is light, two guys can car top it if need be, I'd guess about 450 lbs or so tops.

One very noticeable difference between the two hulls is that the Starcraft Sea Farer hull has no liner ribs on the bottom, just a keel that runs partway back. The Mirror Craft has four strakes riveted to the bottom and a full length keel. Of course, I'd think that these would add directional stability not buoyancy. At rest, the Starcraft 14 has about 9" of freeboard at the stern. More than what I'd consider a comfortable margin. On a fast take off, the Mirro Craft jumps up and takes off, the Starcraft sinks down and moves forward. Added weight has very little effect on the Mirro Craft, even with three guys on board, with the two heaviest at the stern, the Mirro Craft will still plane out with the very same Mercury 20hp, and still out run the Starcraft even with the 9.8hp motor on it. Even a buddies 15' Grumman does better with far more weight and a 9.8 Mercury, we even swapped motors just to see the result.
I took the Starcraft and had it weighed this morning, I took an old refrigerator box, flattened it out, took it to a buddies junk yard scale, took the boat off the trailer, motor tilted up, battery and full tank of fuel in the boat, two paddels, two tackle boxes, and no passengers and got a weight.
The boat alone weighed in at 417lbs. Me and a buddy got on the scale, the total was 561lbs, which would be the weight of the boat in the water.

The swim step idea I think would not help out since you couldn't get enough boyant material to counter the weight of the step itself. Yes you would be adding weight on plane. here

How small of a battery can I use to spin a 130 V4 and maybe run a stereo now and then in the future? Will a PWC suffice? I have to look up the starting amp draw for this thing.

The engine is too low now and I doubt I will be able to get it high enough without the jack plate. May have to to get something fabbed with little setback once I get the height right.

I also need to make a plate to block off the underside of the jack plate. Right now it scoops water and shoots it into the boat at slow speed.

Your swim step idea would not work and to get some lift capacity from them the would require to be at the bottom of the transom. Oil tank can be moved up front under the deck, I had mine in a CC boat up under the consoles front seat quite a distance from the motor. The system works 100% even 12ft from the motor with no trouble. Where's your fuel tank? Fuel & battery would be the heavy ones to move forward but after all that is said and done, that boat is just not meant for that weight on the transom.

The boat is a Fisher Hawk 3v. Not the bulkier Marsh Hawk. Its 15 feet long and about 60 inches across the gunwales. Starboard side console, has a factory front and rear deck. No wood except the hatch up front and the live well hatch and the transom board. The rear deck has a hatch which flips up giving access to a well for batteries and fuel tank. I will be running a 50 hp Evinrude twin with manual trim on this. here

I am new to the world of small metal boats. Most of my marine experience is on bigger stuff and jetskis and a little bit of hydroplane/small raceboat experience. I have been around the last category but never raced those. On larger stuff, it doesn't care a whole if the battery is right at the transom of a couple of feet forward because its simply not a big deal overall (a battery basically being one exhaust manifold and riser on a mercruiser). It strikes me that a whole lot more care is required when rigging a smaller and lighter boat. Two batteries and a full tank of fuel being over half the weight of a 45 cubic inch OMC twin, I figured I should ask for advice on my setup.

I guess my question really pertains to locating the battery and fuel tank. The boat came with a low profile 12 gallon Moeller tank, and no battery setup at all. There are holddowns on the floor at the front of the compartment for a battery on each side. The moeller tank takes up one entire half of the compartment. Should I mount both batteries on the port side to offset driver weight? Should I swap over to two 6 gallon tanks and put the batteries back against the transom since 2x60 pounds of weight of the batteries is "fixed"? Or install them forward in the compartment like they were presumably done from the factory?
