I've pulled a 21 foot Maxxum with my Gen 1 Trac no problem. I just take my time and go easy with it. But I prefer pulling it with an F-150. I've done both and there is a difference. But the difference is not about the pulling power (or gear ratios) so much as about STABILITY. [links]

The worst case you have is pulling the boat out at the ramp. But you can always put it into 4wd low to pull it out (if you have to) - Right? There's the lower gears! here
I've installed Superior Automotive/Leaf Spring Assist Kit on my Gen 1 Trac (Autozone sells it). One of the better upgrades I have done BTW (best $40 ever spent). But I see you are a Gen 2 and this does not apply - but there may be other options. here
I think 7000 lb is pushing it a bit for the Trac. That being said, changing the gears will not lower towing capacity. I just don't think it is worth the effort.
