If you disconnect the cowling switch the trim will not work remotely from any switch. If it runs when disconnected then it is a relay or a solenoid. Theres no power going to the trim motor unless the relay or solenoid is engaged (closed). The problem is not with your trim motor unless a wire has worn through and is shorted to a hot lead somewhere. more

I have ran into this before> the best was to find your problem is go to the back of the boat and use the trim on the motor and when you push the switch tap the trim motor with a smal hammer and push the button repeatedly. If it starts to work then the tilt motor is junk may have water in it or may have a bad spot in the motor. If it sill dose not work the only thing now is the relays for the tilt.

Thank you for the advice! I just went and tried that and it is definitely the motor. Now this might be a really dumb question but I am not a mechanic at all and am just winging this stuff along as I go, but would I be able to install this by myself? And I imagine I need to pull the boat and do it land? more

your looking for a voltage DROP not battery voltage.
at the + battery TERMINAL not cable attach one lead using the DC scale. the other lead will go to the + terminal on the starter again the stud not the cable end.
turn on the key, you should see less than .5V,turn the key to start,should still see less than .7v.
if the + wire reads more than .7V start backing up with the lead that was on the starter battery terminal IE battery switch's and such until it reads less than .7 while loaded. more
