That reserve tank has a air tight cap, as oil is used up(sucked out), air needs to get in else you could starve the pump(motor) of oil with a vacuum forming in the tank!

Pic 2. Speedometer hose. Merc uses a hole in the front edge of the lower unit for water pickup to run the speedometer. Nice as it saves the mess of having a boat mounted one.

As pictured(Pic #1), one of the two unconnected(the one w cut hose or un-used blank barb)fittings has a check valve inside to allow air in at a cracking pressure of around 4 PSI(prevents vacuum from forming in reserve tank should the remote tank oil feed hose get pinched off, or gets cut off and a BOLT happens to plug it!! Pic 1. how about an onboard (the boat) oil reservoir? On the smaller engines like my 90 the oil tank is large and engine mounted. On the larger engines recalling my sons 150 earlier model, he had a small one on the engine and a larger one in the boat. here

The check valve port/barb of the "T" just mentioned in some typical configs(yours looks fine as is), has just a open ended/vented piece of hose connected to it and typically points downwards(like yours to keeps the crap out). The other port/barb then of the "T" will go to the oil feed line(not air pressure line in the case of Oil Injection System) of the pressurized "remote" oil tank. [links]

By the looks of the shape of the "T", orientation and w the bolt, the blank/un-used barb obviously appears to be the check valve air intake vent. Notice the extended shoulder. more

The best outboards are the ones able to produce enough power in order to send your boat towards your destination very easily and as quickly as you need. They have to work smoothly and experience no issues. But in order to maintain them and make sure they are functioning the way they should, they need the right type of oil.

Although 2-stroke outboard oil is meant to only be used for outboards, there are oils that can be used for other motors as well. Having said that, some oils can work for your motorcycle, jet skis and many other units. If you find an oil that is suitable for those units as well, that’s even better.

If you don’t get a synthetic one, there will be more risk for your outboard and you may have to either repair it quite often or look for a new one when it stops operating properly. [links]

mark, there is a remote reservoir, and an oil pump that takes it from there to the reservoir on the engine, so that you don't have to take off the cowling to fill it with oil, so I don't really have control as to filling it 2/3, but glad it worked on yours. would a cracked cap create pressure to push it out of the vent, or would my leak be localized to the cap. to me it looks like it is mostly coming out of the vent tube on the side, running down the control hoses and cables, and dripping into a puddle on the well of the boat. is there a way to check the cap other than visual inspection? I couldn't see a crack, but that doesn't mean its not here

No idea as to your engine but on my 90 I tilt my engine all the way up and check the height of the oil in the self contained reservoir that would just be at the level of the cap. Result is oil tank is about 2/3 full so I never fill it above that. Even with a new gasket, since doing that, no problems. Might work for you.

If not coming directly out the end but, anywhere/somewhere in the hood. joints, fittings etc, tighten/replace all tie wraps/hose clamps and check/replace all hoses with cracks and hardening. especially the clear one merc installed for "seeing the oil" through.

Sounds like the check value #7 is stuck open/bad if oil is coming out the end(#5) of the vent tube, the check valve there allows air in in the event the remote tank's oil supply hose gets pinched closed/blocked(it prevents a vacuum from forming and so allows the system to gravity feed oil properly) , nothing should be coming out of the tube.
