According to American Boating, boat operators younger than 12 may operate a boat powered by less than 6 horsepower legally without any kind of restrictions. They may operate a boat between 6 horsepower and 35 horsepower if supervised by someone 16 years old or older. They may never operate a boat over 35 horsepower though. here

Boaters between the age of 12 to 15 may not operate any vessel or boat 16 feet or longer. They may, however, operate a PWC or vessel less than 16 feet in length if they have passed a DNR approved boating course or are accompanied by a competent adult.
To transfer your Vermont registration from one vehicle (car, motorhome, jitney, motorbus, motorcycle, trailer, or truck) to another you must do the following:
