ECM won't power the pump unless it sees the engine cranking. so a failed crank or cam position sensor will cause a no start with no power to the fuel pump.

Fuse is good. relay is good, no power at pump. Getting voltage at pin 87 when ignition on. no power at 87a ignition on or cranking. Voltage at pin 86 when cranking. According to a schematic the fuel pump relay is #11 (m112) under drivers side dash. I checked power wire between pump and all pins at relay box and no continuity. maybe wrong relay. Can someone help with further diagnostic steps?
Yep! I just replaced the module in my '05 XC when I had a no start, fortunately, in the driveway. Took the module off and it actually rattled thanks to the IC corroding off the circuit board. How the thing ran for as long as it did with the corrosion present on the board? Bought a used one off eBay for around $60 or so and it's been right as rain ever since. BTW, VIDA was able to id the problem exactly so if you can get a VIDA scan that would probably pinpoint your problem vs. hoping for a result via parts replacement. [links]

#11 fuse is for the main fuel pump, in-tank fuel pump and the fuel system relay. The fuel system relay and how to access it is in the attached, which is headed for the 940 but is the same on the 740:

Other problems include Volvo refuses to turn over, especially in cold weather, key getting stuck, or immobilizer issues which prevent engine start.
Also, it is possible that the alternator is not providing enough charge. Checking the battery voltage with a multimeter will reveal a lot. here
