There's plenty to go wrong once you reach the VST you posted a diagram for above. I would start with the bulb. you can unhook the fuel line at the motor, to see how things look. IE when you squeeze the bulb with the end of the hose held in a coke bottle or something similar, do you get a solid fuel stream? As you then watch the end of the hose, does the fuel stay visible or does it quickly recede back toward the tank.

for the bulb, just buy a new one. However, get mercury/quicksilver or yamaha or whatever, not a blue-light special at a big box store.
The VST filter can cause problems, but yours really sounds like the primer bulb letting the fuel run back to the tank. Based on the motor cranking quickly if you shut it off and immediately re-crank.
