Look under the gunrails, and dash if it has one. If it has seats might be under there. here
Does the length/description and all that match up otherwise with the boat?
so should i put a tag on it anyway, or will that complicate things, being how there never was one? thanks for the help, i am a self proclaimed NOOB when it comes to boats. more
the numbers were suppose to be permanently attached by who ever registered it after 1972. the reason is so it can be identified, and theft. all boat are now suppose to have the HIN on them. take the number off the title. attach it to the starboard out side of the transom. more
I've got a 1970 Wilker (Canadian made) boat. Again there is no HIN for that year but I did find a serial number "molded" into the transom inside the splashwell. It is simply a 5 digit number hand written on the plywood under the fiberglass. There was no gelcoat over the number so it is visible thru the fiberglass.

If the regs are the same as around 10 years ago you will need along with proof of ownership to take it to an approved HIN applier (for the want of a better word) usually a dealer. Here you leave your boat then open your wallet when you collect your boat again and it then has a HIN like magic all totally legal straight after your payment.

I would seriously consider getting the current owner to get it done before you purchase. might save a problem or two but then again it may not either. Lots of stolen boats with legal HINs on them I am totally sure, the thief's must love the idea in this 30 year interim period.

Unfortunately rebirthing a hull is pretty simple. Even easier in Vic where there is no HIN requirement. [links]
Look for scratched numbers, fresh paint, missing or dirty serial number plates, and residue from missing registration decals.
One clue to look for is the date of manufacture. Generally, boats and hulls are sold together. [links]
In the U.S., registration numbers follow the general format of XX-1234-XX. more
Once you’ve verified the documents and inspected the boat, search online and with local authorities to see if the HIN, registration, and serial numbers show up as stolen. here
