Not sure how they can be "illegal" to use since manufacturers are still installing them on new boats. more

Many scupper designs include some form of conductor head — the structure where water or some other type of fluid is collected — and a weir or spout — the passage through or over which the fluid flows and is transmitted to a lower level. Scuppers can be massive structures, such as the overflow channels used in reservoirs and dams to prevent flooding, or extremely minute, such as chemical reservoir systems used in pharmaceutical manufacturing. Also, scuppers are commonly used on bridges and highways to prevent structural damage and to conduct standing water away from busy thoroughfares.
They are very simple designs, as described in the article the ones I have seen are circular with a vent for draining or a flap. Nothing worthy of a sculpture! But then again I didn't know scuppers were used for decorative purposes in swimming pulls either! more
Scuppers may be my new favorite word. It just rolls off the tongue! We have a beautiful and interesting sculpture in our downtown area between two tall buildings behind an ornate gate and now I am wondering if it doesn't hold a purpose beyond being ornate.

So, removing the valve and pull of the transom is easy. After removing the old one, clean the area with vinyl and scrubber and let the area dry for some time. more
After that, apply the holes with marine-grade sealant outside of the flange so that you can seal it with the outer piece properly. Apply caulk on the small piece so it could attach with the fringe edge properly. Now put the flange straight on the hole and screw the flapper on it. here
Remember, you have to set small pieces inside the boat and big pieces outside the boat because they both will attach with together. Now lay down the big piece on the hole with your hand twist it firmly. The caulk and sealant will keep it fit. here
If your boat already has a scupper, you can replace it. There are many updated scuppers you will get in the market. It’s better to install them and enjoy new features. Take a small fishing line and wrap it around the old scupper to see the sealing condition. more
