The easiest is to simply plug in the cigarette lighter if you have it. If the lighter heats up and pops out, then the socket has power. You can also use a test light to check for power, if you have one, or examine the fuse panel to see if the cigarette lighter fuse is blown. here

There are only two things in here — a tape recorder on the desk and an MPM handgun in the drawer the corpse was reaching for. Pick up the gun and save. Back in the hall, turn to the left and go all the way to the end to grab the fuse.

You can try a pair of tweezers. If you see tubular glass, look for one that’s black inside, or no longer has its filaments intact. If you can’t pry it out with your fingers, you can use a bent paper clip or a small set of pliers.

I believe most automotive cigarette lighters are fused at 20A. That should be 12 Ga wire but car companies usually scrimp to 14 to save a few pennies. more

With the car completely off, locate the fuse in question and remove it by grabbing it firmly with the fuse puller stored in the fuse box, or with a pair of needle nose pliers. Step 2: Inspect the fuse. Hold the fuse up to the light and check the metal wire for signs of damage or a break. [links]

Remove the fuse from its holder. In some cases you may need a small screwdriver to unscrew the fuse holder cap. Look at the fuse wire. If there is a visible gap in the wire or a dark or metallic smear inside the glass then the fuse is blown and needs to be replaced. here
