LEGEND HAS IT (The second owner told me) that the boat was sent back to the Bertram factory to be repainted white after going unsold for a couple years when it was new (could explain why such a low-number hull is titled as a 63).

What do you all make of the paint on the underside of this battery hatch? It was uncovered after sanding away some badly flaking white paint. Does this look like a color that could have been the original interior and/or hull color?

Fast forward 40 years. during sanding/prep for a planned refurbishment, they found the original blue gelcoat showing through. So, they changed the game plan and "tried" to match it. [links]

Of Malaysia’s 190-strong MMEA fleet, only two vessels are OPVs capable of enforcing Kuala Lumpur’s offshore claims. They are about thirty years old, and simply too few in number. The navy first responded to China’s intrusion off the South Luconia Shoals in September 2013. According to the hansard of a parliament Senate session in December 2015, the navy and MMEA conducted 191 and seventy-eight patrols, respectively, to monitor the Chinese off the shoals in 2014; in 2015, they each conducted 241 and 104. The MMEA clearly needs more offshore-capable assets, but the seven recently approved OPVs will take time to enter service, and may not suffice for Malaysia's vast maritime zone. here

These coast guard agencies are meant to alleviate navies’ peacetime constabulary burden and facilitate a legal approach in enforcing maritime sovereignty and jurisdictional rights, as granted by the United Nations Convention on the Law of the Sea. Compared to the 326-vessel CCG (including one hundred offshore-capable assets), these agencies were much smaller in size by the end of 2015, according to the latest Military Balance 2016. Their assets are also mostly ill-equipped inshore and coastal craft, which may suffice against criminals at sea, but are essentially helpless against a larger, better-equipped coast guard adversary in an offshore environment. The recent Sino-Indonesian standoff in waters off the Natuna Islands is just one incident that amply illustrates the severe limitations of Southeast Asian coast guards. more

Southeast Asian governments have generally devoted limited resources to navies and paid even less attention to “white hulls.” This first changed during the early 2000s, when the region witnessed a scourge of piracy, sea robberies and other transnational maritime crimes, leading to the emergence of new or expanded coast guard–type agencies. The Malaysian Maritime Enforcement Agency (MMEA) was formed in 2005. Indonesia renamed its existing coordinating agency BAKAMLA in 2014. The recurring South China Sea incidents are illustrative: no longer are “white hulls” more dovish than their naval counterparts. Outside Asia, the last notable instance of a coast guard exhibiting unusually aggressive behavior was Iceland’s coast guard, the Landhelgisgæslan, which not only relentlessly chased after foreign trawlers in the North Atlantic, even cutting their fishing nets, but also challenged more heavily armed foreign navies during the infamous Cod Wars. One such notable confrontation took place in June 1973, when the seventy-meter ICGV Ægir rammed into British frigate HMS Scylla, which is 113 meters long and has more than twice the Landhelgisgæslan gunboat’s nearly 1,200-ton displacement, at 2,500 tonnes.

The approach of Japan to engage Southeast Asia did not just end through maritime safety cooperation. In 1975, the Japanese tanker, Showa Maru carrying a cargo of 237,000 crude oil ran aground the Strait of Malacca and spilled almost 4,500 tons which reached the shorelines of Singapore. This incident was used by Japan to boost the cooperative role of JCG in the region by providing experts related to maritime search and rescue, maritime disaster prevention and marine environmental protection. Coupled with international awareness due to numerous tanker incidents that resulted to the passage of MARPOL 73/78, Japan has used this trend to engage Southeast Asian countries once again. Moreover, in this particular decade, Japan had delivered two brand new fast craft search and rescue coast guard vessels to the Philippines as part of its reparation payment in 1973. more

At present, there are more or less twelve national agencies that are handling the maritime security affairs in Indonesia. In 2005, then President Susilo Bambang Yudhoyono ordered the establishment of Maritime Security Coordinating Board to revive its role of coordinating the twelve national agencies. The JCG in cooperation with JICA has assisted in the establishment of the Bakorkamla. Many have high expectation that Bakorkamla would eventually evolve in becoming a coast guard, however, due to turf wars among the twelve agencies, the existence of Bakorkamla was never optimized. In 2014, President Jokowi set up Maritime Security Agency (Badan Keamanan Laut, Bakamla) to replace Bakorkamla with greater authority to coordinate and deploy maritime assets. In 2017, JICA/JCG-Bakamla cooperation was signed with the commitment of strengthening the maritime security cooperation of the two countries.

In 1988, Japan’s Defense Agency published on its white paper that the United States military bases in the Philippines plays an important role in maintaining peace and stability in the region because the energy requirements of all the countries in the Pacific passes in its immediate vicinity. The challenge then in the 1990s for Japan after the US bases withdrawal was how Japan could establish maritime cooperation with the Philippines that could warrant the safety of its sea trade route and guarantee maritime order. Since Japan’s defeat of the Second World War, it has benefited on the security and safe usage of the sea dominated by the American naval forces as its primary protector of trade. Accordingly, the Maritime Safety Improvement Project which started in 1991 is the first initiative of Japan to engage the Philippines using the same concept of developing the maritime safety infrastructure that they used in SOMS. For this reason, JCG was once again tapped to support and build strong maritime cooperation with the fledgling Philippine Coast Guard in four areas: maritime law enforcement, maritime search and rescue, navigational safety, and marine environmental protection.

Although, it is known that Japan had been the main supporter of the emergence in coast guard, it is crucial to understand how its imperialist past was completely forgotten by sovereign sensitive countries in the region. The Japan Coast Guard’s role was only highlighted during the early 2000s when the spike of piracy incidents had increased in Malacca Strait. Nevertheless, this claim does not address the issues on region’s sovereign sensitivities and the imperialist legacy of Japan. Citing the experience of the United States in 2003, when they proposed the Regional Maritime Security Initiative (RMSI) to counter piracy in the region both Indonesia and Malaysia rejected this plan. However, when Japan hosted HACGAM and introduced the Asian Maritime Security Initiative (AMSI), without an ounce of criticism, it was unanimously approved. Likewise, it is noteworthy to mention that Indonesia and Malaysia even asked Japan to help them build their coast guards of their own patterned before the Japan Coast Guard to address these non-traditional security threats. more

The Hull protects the ship from flooding with water. By itself, the Hull adds no benefit to the ship, however it can take damage from Cannonballs, Gunpowder Barrel explosions, or big predators like the Megalodon or Kraken. Damage to the Hull is represented by Holes that let in water. If a Hull has any damage below the water line, the bottom of the ship will start filling up with water until the Ship sinks. These holes vary in size depending on the damage with larger holes letting through more water. Fire will cause increasingly larger Holes when next to the Hull on a Ship. Each hole can be fixed with one Wooden Plank. The larger the hole, the more time it takes to patch up. Each ship type has two Hull levels, one below the water line and one above the water line. The holes in the hull that are above the water line (second deck on a Galleon, the back end of both Brigantine and Sloop) do not fill the ship with water unless the water level gets high enough or the ship hits a high wave or gets hit by a Cursed Ballastball. Therefore damage in these areas are less impactful and can be taken care of last.
