Just wondering if it is suposed to have a key on test warning tone or buzzer or not? Would be nice to know what to listen for if there was an engine issue like an overheat ect. I had a water pump failure on the yammy 150 from river sand and the warning tone saved me on that one on the old 07. [links]
On a side note from a preious thread about water in the tube I found out why my pump was so quiet. The factory didn't have the connection by the pump plugged in all the way. plugged it in and it makes enough noise for my half deaf ears to hear loud and clear. more

For many people, the best way to know how to take care of your Yamaha 115hp outboard engine is having the right tools on hand and doing it themselves. One of the most important tools you can have for any kind of repair or regular maintenance is by using a Yamaha 115hp repair manual.
A Yamaha 115hp factory service manual is an in-depth look at your outboard motor. These were originally only available to repair shop mechanics that had been approved as well as dealership mechanics because it was felt that only these types of repairmen were the ones who were best suited to fix the issues and the products for the particular manufacturer of your outboard. here
The engine running at low to moderate rpm is making a certain amount of heat that is being removed by the flow of water through the cooling passages. At high RPM the engine is producing much more heat as it is working much harder and the flow of water must increase to remove the heat. So if the cooling system is not working properly and can't keep up, then the engine will overheat. here
The manual will tell you how to test the thermoswitch. It may be giving you a false alarm and putting the engine into rpm reduction mode. OR it maybe working the way it is supposed to, sensing the overheat, and putting the engine into rpm reduction like it should. [links]
Do you have gauges? Are they indicating what the problem may be? Low oil? Overheat? Etc.
missed the last part. No gauges.
Sounds like you have partially blocked cooling passages or a bad impeller. It works good enough to keep it from overheating at lower rpm's but not at high RPM. Not unusual. here
