If the contacts of the push-to-choke function of the key switch are failing then certainly this can result in the choke solenoid failing to be activated when needed. more

There is no repair that I am aware of. Key switch replacement time perhaps.

My new key switch doesn't have a blue wire. What color can I hook the blue color to
the new key switch? On the new key switch is the both black going to be ground?

Any aftermarket starter switch will work at longest as it has the "push to choke" feature. When you go to the store ask for it that way or if you are buying on line make sure it is specified as "push to choke" [links]
