The optimax will have more torque as it is a two stroke.. I have a 115efi 4 stroke which is great on fuel and very quiet at idle but cannot duplcate two stroke power..Remember every other stroke is a power stroke. For the pontoon I would go with the four stroke..You don't have to have the on board oil tank and buy special oil. Just my 2cents.

try unhooking the cable and shift it by hand see if it moves easily,, then try the controls and see if it still binds up unhooked,, that tells you if the cable is the problem here

As for the shifting, have you checked the cables to see if the operate freely? Do the cables make sharp bends? Are the cables simply worn out?
I will check the cable but from what I recall it moves freely. [links]

Your engine's RPM range is important in choosing the right propeller for a given application. For example, if you look at your tachometer at top speed and it is not within the engine's RPM range then that is generally not good. You want your RPM's to be within the proper range while at wide open throttle (WOT). Be sure to do your testing under your normal boating conditions and with a good propeller (not bent, cracked, or excessively chipped). here
