The most likely thing is a clog in the vent system. You didn't mention if it did this from day 1, but it could be from filling the tank too high at one point. The vent system should be oriented such that it drains should that happen, but since you have a newer boat, there is going to be a carbon canister in the system and if you've been overfilling then the canister could saturated. Remove the hose from the vent nipple on the tank and see if that makes a difference (obviously don't fill all the way up to avoid fuel spilling out).
