Have you checked the thermostatic TEE. There were some Chinese bump offs that had internal flash that caused fuel restrictions also is the arrow on the TEE pointing towards the back of the car towards tank. Also have you checked the two O rings that are go around the TEE filter fitting. Also is your fuel filter a decent brand. Try pushing air using through the return line at the filter connection by disconnecting it from the TEE and see if fuel flows out the disconnected fuel feed line going into the filter. Basically your using air to force fuel through the tank and to the filter. See if you get a constant unrestricted flow without interruption. If the fuel trap/ fuel gauge sending unit is bad replace it the gauge problem can be fixed by lining it up right in the tank. The float is probably not in the right position. Also what is the quality of the diesel your using? I edited the post make sure you have good fuel line clamps at filter. By forcing air through the tank and getting a constant unrestricted flow of fuel back to the filter that will determine if the fuel trap is properly working in the fuel trap/ gauge sending unit. Brought it to a mechanic plugged it in more than once to diagnostics nothing is reading. I've a full tank the car seems to cut out more when i drop under 1/4 of a tank though..

I've done a few things haven't managed to get this problem away;
1- changed the fuel pump. more

I recently replaced a fuel filter in my 2005 Dodge Ram 3500 Cummings (5.9L). I'm now getting performance issues: at low speed, and especially starting from a stopped position, I'm getting low power. Normally the tachometer jumps right up and the power flows immediately. However at high speeds (like on the highway) I don't notice any power issues and it seems to behave normally.

Side note: my exhaust looks good, no unusual color and is mostly smoke free.

Where is the bleed screw on a diesel engine? There may be more than one, depending on the size of the motor. You can find them on top of the fuel filters fitted to the engine. Start by loosening the screw on the first filter by a half turn.

When you try to start the engine this air acts as a lock, preventing the normal supply of fuel into the cylinder. if you meddle with the fuel system, or change filter or run out of fuel, air gets trapped in the fuel lines and starts acting as a lock, preventing the fuel from reaching the combustion chamber of the engine. So, if the engine doesn’t get the required fuel, how will it start? It won’t. here
