I was renting trailers from U-Haul for most of my needs. I ran into a problem when I switched to a Ford Explorer because U-Haul would not rent trailers to be used with a Ford Explorer. I could go in with my Mom’s Mountaineer, which the the exact same frame and they would rent to me. I’m not sure if that inane, idiotic policy is still in effect or not.

I looked at the trailers sold by Harbor Freight. With my super-duper membership and a sale price, I got the kit for about $300 or so. The two very heavy boxes fit in the rear of my explorer with the seats down.
Now, I had to get to the Specially certified inspection station which was about 6 miles away. I also heard that there was an officer who liked ticketing unregistered trailers in that township. Rather than take my chances I called on the USS Enterprise to beam the trailer there and back. The owner of the station checked out the construction and wheels. He also made sure that all of the lights worked. That was something like $100 if I recall correctly. I had to have four pictures which he had to sign.
Definitely state specific. In NJ they wanted a copy of the receipt to make sure I paid the sales tax and the certificate of origin. more

If you have the certificate of manufacturing (I think this is what it is called, never owned a new trailer that someone else built) I would go ahead and try to get the title. May help if someone steals it at some point. [links]

Can confirm it varies by state. But definitely take that cert of origin. I didn't know what it was and my DMV sent me packing when I didn't have it, had to call the [non-HF] trailer vendor and they tracked it down hiding in a folder that the sales rep didn't think to check. more
Check your local DMV website. They should have all the information you need there. Some states require an inspection and VIN to be added to the trailer. Others may just slap a plate on it.

I needed a small trailer to haul lumber, trash, bring snowmobiles in for service, etc. Didn't want to spend much and needed enough length for a snow machine so settled on the HF 1,720 lb trailer kit. The folding model is more popular but I have room to store this and like the higher capacity. It has 12" steel wheels. Paid $279. more
One caveat: this kit comes with a certificate of origin. Some states require a state inspection of kits in order to be registered or titled, which would add a cost that might not be worthwhile. [links]

The kit comes in two boxes which weigh a total of around 200 lbs. The HF guys will help you load it in your car. It fit easily in the back of an Outback wagon. One box contains the wheels and small parts: the other contains the frame members and axle and is much heavier.
