The Pilot Association can be contacted by calling (619) 233-3096 (24 hours). This is the appropriate number to call to pre-arrange pilotage. The pilot will ask for the date and time of arrival when these arrangements are made. When the vessel is within one hour of arrival time the pilot can be hailed on VHF Marine Channel 16. The Master of the arriving vessel will be asked to switch to VHF Channel 12 for further communication. The pilot will board between Buoy 1 and Buoy 4, depending on weather conditions. here

Vessels over 300 gross tons must notify the U.S. Coast Guard (USCG) National Movement Center (NVMC) ninety-six hours prior to entering San Diego Harbor regardless if the vessel is on a domestic or international voyage.
Small Vessel Reporting System (SVRS) is no longer in service and float plans will no longer be accepted. Boaters looking for a new, faster way to report their arrival and/or apply for a registered boater program may use the CBP ROAM app, available for free on the Apple App and Google Play stores. Boaters may also continue to report their arrival via designated telephone reporting numbers, if desired.
Alternative Inspection Systems (AIS) satisfy the boat operator's legal requirement to report for face-to-face inspection in accordance with 8 CFR 235.1, but boaters must still phone in their arrival to satisfy 19 USC 1433.
Canadian Border Boat Landing Permit (I-68) applicants for admission into the United States by small pleasure boats are inspected and issued an I-68 permit for the entire boating season. The I-68 permit allows boaters to enter the United States from Canada for recreational purposes with only the need to report to CBP by telephoning in their arrival. [links]
The master of the vessel reports their arrival at the nearest Customs facility or such other place as the Secretary may prescribe by regulations. These reports are tracked in the Pleasure Boat Reporting System. Pursuant to 8 CFR 235.1, an application to lawfully enter the United States must be made in person to a CBP officer at a U.S. Port of Entry (POE) when the port is open for inspection.

After signing in to the CBP ROAM app, users can create and save traveler and conveyance profiles. These profiles can be reused for repeat entry into the United States.
Travelers should download the CBP ROAM app on their web-enabled smart device. Note that a free login.gov account is required to use the CBP ROAM app. After opening the CBP ROAM app, tap “Sign In”.
Pursuant to 19 CFR 4.2, operators of small pleasure vessels, arriving in the United States from a foreign port or place to include any vessel which has visited a hovering vessel or received merchandise outside the territorial sea, are required to report their arrival to CBP immediately (see 19 U.S.C. 1433). more
Firearms Registration & Vehicle Importation: It is recommended to make an appointment at least two (2) days prior to arrival. If weapons verification is needed, the weapon must have no live ammunition in the weapon or on the person before they enter the airport. Weapons handling is prohibited at all times while in the parking lot, terminal or building.
