Yes, the new Harbor Freight compressors are good if you are replacing an older compressor in your home shop or garage and are using it to power cutoff wheels, torqueing lug nuts, or using a paint gun for small jobs. It is competitive with other compressors at this price and does everything as advertised.
The threshold for hearing loss is 85 dBA with the duration of the sound and peak number being factors. Our 15-year-old compressor averaged 96 dBA and peaked at 99.7 dBA when measured at less than a foot away. It was loud enough to make you sit bolt upright in the middle of the night if it cycled on in the garage. The Fortress is still loud, with an average of 83.4 dBA and a peak pf 85.6 dBA (they advertise 78 dBA at 3 feet, which is better yet). According the NIH, it is equivalent to a motorcycle or dirt bike instead of a rock concert or maxed-out headphones above 94 dBA. So, it's quietfor an air compressor. [links]
Since the advent of the lithium-ion battery and electric impact guns, our compressor is mostly used for using die grinders and cutting wheels, paint guns, impact wrenches, and the occasional air chuck for pool toys and flat soccer balls. Our 3/8-drive Craftsman impact requires 3.1 SCFM at 90 psi to produce 145 lb-ft. The compressor is capable of 5.1 SCFM at 90 psi with a max air pressure of more than twice that, so it can handle lugs-off, all day long. Using the die grinder requires 4.5 SCFM at 90 psi, so again, the compressor has enough air flow to make cuts and clean surfaces using a Roloc pad without outrunning the compressor. For the most part, air tools are a convenience, a great time saver. It's fun to buzz lugnuts off with an impact wrench, and air ratchets make quick work of a variety of underhood or undercar jobs, but you certainly don't need them for the majority of mechanical work you'll be doing on your car. If you're doing bodywork, however, air tools are a necessity, and having a good air compressor for painting is paramount to getting the job done.
We speak from experience, too. We were never able to finish the paint job on the '64 El Camino in our last paint and body issue (Apr. '12) because compressor wouldn't keep up with air demands of the spray gun - it wasn't an air compressor for painting. We could only spray for about a minute before the air pressure began to drop, and when that happens, the spray pattern changes and becomes inconsistent, and we'd have to stop to wait for the compressor to charge back up. When spraying a solid color enamel, painting the car panel-by-panel is possible, but metallics and pearls need to cover the car all in one coat. If not, the pattern of the effects will vary from one panel to the other. In short, when painting a car, you need an air compressor for painting. One that is able to provide enough air pressure and volume to spray the whole car in one pass.
