At some point in your boating career you will probably want to anchor. You may want to stop and fish, swim, have lunch or stay overnight. A second reason to drop anchor may be to control the boat if bad weather is blowing you ashore or if your engine has quit and the wind and current are pushing you into shallow water or other boats.

Anchors also must have something to attach them to the boat. This is called the anchor rode and may consist of line, chain or a combination of both. The whole system of gear including anchor, rode, shackles etc. is called ground tackle. here

We consider both official weather and safety information, and our own observations and experiences. We know that no two boats are exactly alike, no two captains equally skilled, no two hours afloat spent in precisely the same weather setting. We blend an honest assessment of those factors with information and our experience, and, if the mix is in our favor, launch or cast off. Don’t worry if you don’t know everything about weather. You’ll learn as you go, and can even take a class in person or online. Meanwhile, count on the experts, play it conservatively, and enjoy boating.

You're always free to cancel, but in most cases, you will lose the full price you paid for the cruise (minus port fees). In instance of extremely severe storms (like Irma and Maria), cruise lines will allow passengers to cancel without (or with minimal) penalty. Cruise Critic always recommends buying travel insurance that covers weather disruptions. This might not allow you to cancel because of impending storms, but it will cover you for travel disruptions caused by a storm. more

Some tender ports (ports that must be reached via small boats that go back and forth between your cruise ship and shore) like Grand Turk, Belize City, Grand Cayman, Princess Cays and Great Stirrup Cay in the Caribbean and Bahamas -- as well as Santorini, Cannes and Split in Europe -- are commonly skipped because of high winds. River cruises are not immune either, often rerouting or putting passengers on tour buses because river waters are too high or too low. Even when ports are not missed entirely, arrival can be delayed and your time ashore cut short.

First of all, you might not know right away whether or not a port will be skipped. In some cases, such as hurricanes, you'll probably know at least a day ahead of time. Other times, a captain may actually attempt to dock, but be unable to and thus skip the port call.
