especially for a small light boat, you can hook one end of the chain to the winch post at the winch (bolt it on) and then hook the safety chain through the winch strap hook. its primary purpose is to keep the boat from sliding off the trailer if the winch cog fails.

I have used both, and both are just a safety back up, but I like the webbing better because I can sinch it down to take out slack were a chain you can not. Just make sure the webbing or chain has the propper rating to hold your boat to the trailer. [links]
I now only use chains. I'm sure the turnbuckles work too. here
I use the winch strap, a strap to hold the bow down and remove bounce and finally a chain from the bow eye to the trailer as a safety mechanism if everything else fails. more
I don't trust the winch strap or the winch stand to hold the boat in the event of a collision or emergency braking. I turnbuckle the bow to the trailer frame. If the distance is too much for the turnbuckle alone, add some chain to it. more
