sell the 9.9 and buy a 15 or 20. will be cheaper than trying to buy all the parts more
Each ECU is different. The 9.9 restrictor and the 15 restrictor are also unique to each other. The cams are already identical. You must match the restrictor and the ECU for it to work properly. If you just pull out the restrictor, you will run way too lean. [links]
So, my question is, if I get the 9.9 now what will it take to convert it to a 15 or 20 in a year or two? more
I’m tempted to get the 20 now and drive carefully, maybe even adjust the throttle cable so it won’t get WOT. Still seems a little sketchy though.

Overall having looked at Honda, Tohatsu, Yamaha, Mariner and Suzuki today, based on non-scientific poking around, trying to tilt them, set shallow running, looking under hoods etc. the Suzuki came out my top choice, followed by Yamaha.
I believe you're right. The carb is the same, and actually every spec is the same and the only difference is a much wider opening in the reed assembly (reed stops allowing for more opening, and I would assume that just means the engine is getting more air and fuel). slightly more RPM (200), and a slightly larger prop (1/2 inch). Looks like the 9.9 is a 15 with a choke hold on the intake. This should be a fairly easy conversion. more
After a little more research, I'm not sure what prop to go with. I am currently running the OEM 9.25x9, and I think that I will need more pitch, something like 9.25x11. Any thoughts? [links]
I have a 40 hp on my 14ft alumnacraft but the guy put 30 hp stickers on it? I dont understand it but he said someone told him he could get a ticket for a motor exceeding the size stated on the boat. more

Don't know about the carb but the covers mount identical on the newer Mercury.
Just get you a 9.9 for your 15 and swap covers.
