Automotive body panels are painted with several layers of rust-preventative coatings, but when the vehicle is driven into salty or sandy environments these coatings will strip away, and the metal underneath will rust. This rust can be repaired by the average backyard mechanic in about four hours.
Repair the section with a mixture of fiberglass/bondo resin over mesh. The kit will contain a small section of cloth mesh that can be used to shape the bondo resin over the holes, creating a smooth surface when dry. Layer the mesh into the paste, pressing it slightly to push it flat and make the same shape of the panel. Add more layers, to the backside if necessary, until the patch is above level with the panel. Allow the paste to dry, or use an optional dryer. more
Spray the area with primer paint. Several coats can be used, and the primer paints usually come in a light color to reflect colored top paints. Some types are also rust-proofing. Allow the area to dry.

Fill any low spots with the filler material found in the kit. File down the filler after it dries and smooth it with an 80-grit sandpaper.
Allow the repair material to cure overnight and then remove the release film. Sand the entire area with an electric drill and a sanding disc. Use a block sander to complete the job.
Create a clear and shiny surface with a 100-grit sanding block. Use a ball-peen hammer to slightly tap the edges of the rust hole inwards. more
Grind away any trace of rust, primer and paint at least 4 inches back from the edge of the rust hole. Insert a 24-grit disc into a grinder.
Add a smooth finish by applying a topcoat and hardener, found in the kit, with a spreader. Use a 200 and then a 400 grit sanding block to smooth the topcoat, preparing it for masking, priming and painting.
Measure two pieces of fiberglass matte to cover the repair; one piece 1 inch smaller than the sanded area, and the second piece 1 inch smaller than the first. Lay them out on a flat surface. here
